Heard it since I was little, too, so you know that's ancient history. XDD But in the past, garbage was dumped out anytime of the day by people and collected every evening.

I've read about this new system and schedule. The writer deemed the garbage-collecting time the best few moments of the day because neighbors could stand around chatting and it's a unique experience that (so far) exists only in Taiwan. ^_^d
